While I like Aseprite for a general purpose GIF editor, and pixel art animator, for anything high res it's pretty limiting.

Krita is free, and has animation tools. Make sure to watch a few tutorials, because the krita animation tools are NOT user friendly or intuitive.

One of the nice things about Krita is the "animation curves" tool, letting you squash and stretch individual layers to get animation out of otherwise static images. That's how I made this Hime gif, just drew ya girl, and used animation curves to move things around.
