Inanna / Ishtar is the same, the concept just evolved though religious syncretism because duh people migrate, Astarte is Ishtar too, then later she lost more of her original aspects and relevancy, becoming a minor deity (Aphrodite / Venus). Notice than at the moment the original mother earth deity / aspect that was even older than Isthar / Innana it was already losing her original "power" and was separating herself into minor deities like Ereshkigal, for example.
