I actually don't think that's the case, it feels to me as though they just never had much of an opportunity to interact with each other until recently. Whenever FBK tells stories about going out with groups of HoloMen, she's never listed Miko and when she explicitly mentioned HoloMen she is close to but never interacts with on stream, she mostly talks about Towa and never mentioned Miko. I really think they only managed to bond during the RUST arc when they failed over and over at the oil rig and through their gambling craze. Have a look what Miko says here ( https://youtu.be/G1kIgYhhNFc?t=360 ), she said she always respected Fubuki for role she played in making Hololive what it is today, but that through RUST, she got to like her even more and understood how great a person she is, how she never gives up and faces hardship with a smile while having everyone's back and the like. It sounds like their relationship used to be more professional but their actual friendship is pretty fresh.
