See for yourself. And yes, this here isn't up to date, it's from at least 1 year ago so there's a lot more costumes. It's kind of interesting how some of the bottom are the ones with the most.

props for live 2D? I don't think anyone in nijisanji has it. The ones who have more costumes pay for themselves and that is independent of popularity. Some of the lowest ccv and subs have lots of costumes, like Alice, who has like 10 costumes with most paid separately by herself.

Obviously this list doesn't include Hololive but Fubuki would be at 5, Gamers, and 2nd Gen are at 4, and basically everyone else is at 3 or 2.

I think Nene is the only one that technically only has one outfit. I'm not counting any of the international branches.
