I've seen quite a few vtubers using one of these (pretty certain I remember nijis using them for fugis), but I don't think they started out as a vtuber thing (iirc I saw otv people with them first)
you usually see them called wiggly, or wiggle, to avoid confusion with the wiggling poplio edits
reverse image search gave me this, which appears to be the original, and they are apparently characters from this youtube channel: https://www.youtube.com/@Bubuanddudu01/videos
