It's a pachinko-esque thing, basically if enough people sub (I think bits donations also count?) at the same time the "hype train" activates, then people have a limited period of time to sub in order to "level up" the train, once the time period ends the people who threw money at the streamer get one random emote per train level (like for example, a level 4 hype train gives everyone who subbed 4 random emotes), these are picked from a pool Twitch has and have nothing to do the streamer's own emotes. Also, these emotes are the people who paid for subscriptions, the ones who got a sub gifted during the time period get nothing.

I personally haven't seen anyone on Twitch who uses this mechanic intentionally, but that's probably a me thing, I'm sure people encourage this shit on other channels.
