Gura is a top tier streamer, she's entertaining and clipable, and if she's not quite SSS tier she's definitely SS. Kiara has grown on me, while her personality is still like nails on a chalkboard, she's not a bad streamer, furthermore her singing has gotten almost presentable (which is a huge improvement). People are sleeping on kiara because she's such a menhara loon, who tries way too hard to be pekora. That said as a pure streamer she's one of the strongest in EN, and she stands out (both good and bad) in collabs.

If it was any of those I would have a different list. But as an objective measurement of streaming ability/quality/entertainment, this is the objective fact list.
