I know what you're talking about. It's classic character design advice. I sometimes really like the overly elaborate look, though. It's a balancing act between having high density in some areas with areas of rest in others. It's even harder to pull off when you're trying to concentrate the points of interest above the waist because that's what's going to be seen most of the time. Muzukashii.
