Not quite, for this we evolved the in group - out group empathy exclusion circles: if the hero comes back and gets to a position of power where he can murder relentlessly society is also in trouble. All humans are slightly sociopaths when dealing with the "enemy" but for sociopaths everyone is the "enemy".
Rather it is best to say sociopaths manage to go undetected for longer in times of war and in violent societies because everyone is acting like one.

I thought so too for very long but there have been recent breakthroughs. Your average internet article says there is no cure but digging in google scholar you can find some treatments have gotten actual results: it is true however therapy alone however does not work, it just teaches them to be better at lying.
