Okayu I would say is pretty much the best 'learn Japanese' streamer.
There is an extent though that in any language exposure practice, you simply won't always understand. You aren't even supposed to always understand. It's the parts that you can't catch and don't understand that end up, in the long run of language learning, being the most valuable learning experiences. For example, you don't understand an expression from the stream and then later on you find that same expression in studying vocab or grammar you can, consciously or unconsciously, make that connection with what you were exposed to previously. It's all down to practice practice practice (and immersion).
