It's because military drives demand on weapons and military is an epitome of "good old tried and familiar". There are innovations though, like direct blowback SMG with boss mass in front of chamber, rotary-delayed blowback (Banshee CMMG), downward-traveling hinged bolt (Vektor), constant-recoil LMGs (Knights Armaments), entirely carbon-fiber .308 and .338 Lapua bolt-action rifles, caseless ammunition, polymer casing ammunition etc. There ARE innovations, just not blaster-tier shit. The underlying limitation is rate of chemical explosion gas expansion: it's at the limit with modern gunpowders already. That's why there are also inertial systems (like baseball-throwing machine but with round bullets), DEWs (US military admitted China & Russia have lasers in space, there's press conference, google DOD Esper), there are anti-space plasmaguns (Wikipedia MARAUDER USAF project) etc.

The innovation IS happening, it's just for shit outside of consumer market because ZOG doesn't want you to have ANY weapons, let alone the cool cutting-edge shit.
