This is a good question.
"Princess" is a thing that's hard to really define but you know when you see it.
There are many styles or tropes or design traits associated with them.
I think a character needs at least a few of those traits to really pass as a princess.
Peak princess is something like the Disney princesses, those have really defined what "princess" is in a popular sense.
But you can still mix princess with other ideas and get something that retains the princess aspect.
Look at Pecorine for example.
The puffy sleeves with a bow in them resemble a lot of classic princess dress designs.
So even though she carries an armor shoulder pad, the sleeves still give her the princess feel.
Then there's the bustier style top, what holds her chest. That sort of frilly open cleavage type is also very princess-like.
There's also the corset, which we associate with medieval designs and adds to the princess impression.
Her skirt is a pretty standard pleated skirt, but it has a white underskirt which is also a common princess design trait.
And she has a waist cape around the skirt that resembles the long wide skirts that are common among princesses.
So even though she does not have a true long princess puffy skirt she evokes one.
Finally her tiara is a traditional princess crown, unlike Hime's odd floating halo "tiara".
