The active threads might need to come together and develop a world or region wide naval history at some point. Since all navies have "adopted'(or rather copied) the same or similar rating system it can be an opportunity to write how that came about and spread, or it is rather a convergent evolution.
Also I'm not sure about the West fleet having only two ships-of-the-line. There are a lot more activity in the Alivrian Sea compared to the Heavenly sea due to the sheer amount of countries that are in relative proximity to each other. There's also the threat from /meat/heads even though they've ceased their raiding. Traditionally the Western fleet being stronger would probably make more sense. But if your main concern are the clocks then that makes a bit more sense. Oh and bomb ketches ARE mortar ships.
