I feel retarded for it almost taking me a week to find a fix but i checked the streamlink github issues tab and i found an actual fix for this problem now. The problem why it didnt recognize my oauth token was that i used "Authentication" like this:

"--twitch-api-header=Authentication=OAuth abcdefghijklmnopqrstuvwxyz123456"

but for it to recognize your OAuth token you have to use "Authorization" instead meaning the actual line should be:

"--twitch-api-header=Authorization=OAuth abcdefghijklmnopqrstuvwxyz123456"

and using that actually skips ads and it even says so on the recording screen (see picrel) i will update the Vod archiving guide with that within the next hour so no one else will have the problem with it still recording ads despite using cookies. I was already half asleep last time i worked on this so i only noticed that when i checked my recordings before going to sleep. This time its really fixed though i actually tested this on several streamers to make sure it works.
