She stated it plainly here. She seems to be under the impression that the majority of her EN viewers are from twitch. I can't really blame her when she get's raided by the usual Twitch "Vtuber" crowd. If that's the case, then there's little reason for her to be continuing to make EN content on Youtube over Twitch.
