Alker's lore is very vague. The only thing she ever made clear was canon is that St. Alker was a scarecrow that came to life and became a goddess when the crows in cornfield started worshipping her. So she's basically indie chuuba Korbo. The shapeshifting thing is more a consequence of her weird redeems, like Cat-Alker and the forklift. But I guess a goddess can be any size she wants.
