Not entirely true. That is a misinterpretation of the announcement. The parts highlighted in blue are what you're referring to but that's about THE EVENT announcement. It was simply scheduled so Pika would attend now. Pika went radio silent on the 7th, not the 10th. What they planned in advances was not her graduation, but The Event.
