Holos just take their jobs more seriously and professionally honestly. They're friends offscreen but they won't collab every single day with someone just to hang out. They also won't really drop in on eachother's streams in voicechat since it might scare off viewers who were there for the solo stream. They also numberfag quite a bit and will avoid collabs with people above them on the totem pole if it can be misconstrued as leeching. This is why you'll never see Matsuri or whatever collabing with Sankisei.
I don't know if management forces them to act this way or they just make so much money that they pressure themselves to act more professionally to satisfy the expectations of the gachikois.
Nijisanji is a much more laid-back environment with virtually no pressure to perform so spontaneous interactions are a lot more likely.

It just depends whether you want a pre-packaged walled garden environment or one that's highly open-ended and can have a wide variety of content that might not appeal to everyone's tastes. Pretty much the same as Mac vs PC or console wars lol.
