From looking at the art tags every day for op's but also not having any hard data:
Mouse + Nyan are the most active, but they both also have a lot of sub-par stuff. Nyan tends to get a lot of low effort memes some vtubers have a meme tag and she could probably benefit from making one while Mouse gets a wide variety of stuff good and bad, though more recently it's also clogged with a lto of people using both her art tag and the contest tag for an entry.
Zen and Silver have art tags that are more active than you'd assume given their size relative to Nyan and Mouse, and also have a lot more high quality stuff than either of them. Not all of course as I"m sure even a cursory glance will tell you, but I find it's easiest to get new OP images when I look over their tags.
Kson and Nazuna move at about the same speed, though Kson gets a lot more varied content. There's some guy with an extremely simple style who posts a lot in her stuff, and a guy who does these clay figures of her that look super cute. Nazuna also gets the occasional total schizo anti shit in her tag.
Mel's is like 60-80% porn at any given time since she doesn't have 2 separate tags to the best of my knowledge. Pretty solid overall, but not too fast.
Haruka's has been slow lately because she's sick, but it's never been super fast to begin with. She did get a nice burst of art when she debuted with VShojo though.
Froot's is kinda slow. I remember people here talking about this ages ago, and everyone basically came to the conclusion that a big part of it is because her design is pretty complex. It has improved slightly since the new model debut and Froog, but it still trails behind the others, and a lot of the stuff that does get posted is like picrel where they put her in easier to draw outfits.
Vei's art tag moves like her streams. Activity ebbs and flows based on how active she is, and right now it's moving better than normal thanks to her recent streams.
Hime's is fucking dead. She gets like 1 new thing a month that's not a group shot, and some of what she does get is really bad. PLEASE STREAM THOSE TITS ARE TOO NICE TO NOT GET A LOT MORE FANART

Basically: Zen and Silver have the best tags. The ratio of good shit to bad is higher than Nyan and Mouse from what I've seen, and they're both pretty active.
