No, thankfully. One thing WoD books have in common is that they're more geared towards the roleplaying aspect of TTRPG than it is the game aspect, for better or worse. This means that a lot of mechanics can wind up half-baked and you can get some baffling rolls / design decisions (ie: instead of having a unified roll chart, they can actually differ based on what kind of situation it is, which sounds good on paper but all it does is gimp characters and make things more confusing and bogged down, especially when if there's a borderline situation) that can make it slow and cumbersome if you play it by the book. Every GM I've played with always house-ruled various things of WoD to make them smoother for roleplay, which isn't the case for D&D since there's a whole lot more playtesting and books to work with there.
