Doubt he'd team with Towa or [insert favorite APEXtuber here who isn't Masters-Pred and can speak English], that's a significant risk on both ends. ImpHal will want to win and if he can't carry then it looks bad for everyone.
The only deciding factor IMO is money and/or SIMP factor. He'd decline unless the money is too big to ignore.

Even then it's going to be a solo player showcase, communication issues are obvious and even if Hal's cracked on his own, what draws views are his comms. Will likely end in a weak wave-to-the-crowds PR stint then an actual experience.

That being said... I do know someone who speaks English and in the realm of Pred/Masters...Qu-chan.
I don't want it though. I'm already glued to the screen watching her antics with friends she's comfortable playing with.

She used to be really strong in Valorant too but somehow lost interest and now Toto appears to be their best Valo player(not sure how much better/worse Beni stacks up).
I'm hoping she's recovered from her rut since she's playing APEX again.
