It depends. If they used inhouse staff it costed "only" their time, as their cost is already sunk in the monthly cost.
I put only in quotes because that's exactly what makes Japan to have such a shitty workplace ethics, people are expected to do their own jobs and then overtime doing what would be other people jobs.

Now, if they would hire a full time english translator in japan it would set them back north of 70k/year (assuming Japan is like every other civilized country where the state taxes the employer more money the employee takes home).
That would cover only translating a transcript provided by the editor. Someone would still have to watch through all of the talent videos of that period, select the best parts, edit and transcribe.
A person doing that full time would not be less expensive than the translator so add another 70k to the expense.

All in all that would mean an expense of 140k dollars/year on staff alone, not counting the "materials" (in this case hardware, software licenses), for one pair of people.

That would mean that ad revenue on the translated videos would have to be around 11k / month to break even.
Cover and Anycolor would both benefit massively from having every stream VOD translated, and from creating their own clips for most talents.

The thing is

That last point is important because what the fans know about their oshis (both the person and the body of work, the inside jokes and the memes) are sometimes more than even the current manager assigned to them.

Anyway, about numbers, I assume at very least 11k dollars per month on ads to break even on hiring one editor and one translator, meaning having to get at very min (assuming 0.5CPM and perfect ad watching by the audience) 22M views per month, every month
