You can go to proper tea shop and they keep the tea in large... 5 liter (?) jars. I imagine they order larger 10, 20 kg bags. They will nicely package the amount you want into small bag, then you gotta use some net to keep the leaves out of the brew. This is literally the set up I am using at work, nothing especially fancy but there's clear difference in quality.
