Do you have proof of that assertion? JP didn't get polls that high% in THREE fucking minutes on streams that had already peaked. Most of the polls that high 100%+ participation were ones that were live for 30+ minutes.
The only one that had 'high' % rate was a watame stream that was still growing and peaked at much much higher than the poll's participation numbers, so that was more a case of slow verification than proper CCVID since it was done too early into the stream.
There was a Miko ARK stream that had like, ~30% participation (PicRel) in 3min.

Where viewership was stable, got a little under 1/3rd in 3 minutes. THAT is unculled.
