The game isn't the most important thing, but it can add value to the package. I'll formulate it out.
x = stream quality
c = chuuba
a = activity (could be video game, zatsudan, karaoke, etc)
If we were to formulate it out with these variables, then to find out a stream's quality, you would do this:
>x = c(a), where c = 1. Solve for x.
If a = 0, then there is no activity being done, which means there is no stream. Therefore, 1*0=0, and x=0. No quality because no stream.
If a = 1, then nothing changes. This is the default for most stream activities involving your oshi. So 1*1=1, and x=1. A quality stream.
Now we go into what comes after 1. This is determined by your own valuation of what (a) should be. If you value (c) far more than (a), then the value of (a) will only go up in small increments. This is the normal valuation, I'd say. If you're a gameplayfag, then (a) may be valued far higher than (c). This would be incredibly retarded, but some gameplay autists would even put games they don't care for as a value lower than 1 for (a), which devalues the entire stream quality.
For what I think is acceptable as a range of values, I would say that (a) can range from .8 to 1.3, with the low range being reserved for activities that actively suck the experience out of the room, such as games that make your oshi say nothing for extended periods of time, or collabs that become incredibly awkward. 1.3 are for experiences that make her incredibly excited, or produce nuggets of quality that wouldn't have been possible outside of those activities.
Therefore, to accurately map out the equation for this,
