I think it has to do with Cover trying hard to turn all new gens into units ever since Gen5 (to some extend even before that) although they didn't last long due to Aloe.
With Gen6 they focused even more on the whole holoX aspect rather than simply Gen6 and now that autism has culminated with them making a new branch for ReGloss to make sure they're separate and the girls focus on their own group.
