I believe this is not deliberate. I think it's just that most girls who choose to become vtubers dont watch vtubers, and they have no idea what makes a stream fun, so they just stream what they think will be fun for them and for them alone.
Being all by yourself on the screen is lonely so they prefer collabs, thats why they spam collabs
