There's a sizeable and pretty famous dairy sector in Hokkaido but yoshoku which is where most Japanese would use cheese doesn't really call for "real cheese". Pre-shredded mozzarella would do the job for most gratins and stuff. Plus they don't really have a history and culture for it.
