So it's confirmed that the gen1 live was initially pushed by Matsuri herself, and she got the other members and their managers in the project.
If I got it right, she also first considered or had a chance for a sololive close to her 3 year anniversary, but she rather wanted to go for a gen1 event. She's too sweet

This laid back attitude, not pushing anything to bring attention and not enough clips actually explains a whole lot. I used to like a lot of her ASMR like streams, while taking a bath or going to bed. Been a while, I don't know if she still making these, or are now members only.

I get that plenty of viewers are fed up with Apex, but Aqua and Ayame are constantly streaming Apex too, so that's only an argument when talking about Matsuri? Also, it's not like she streams this blasted game 24/7. Though yeah, her tournaments are probably boring to watch for a lot people. And like others have said in this thread, she seems more addicted to Apex when compared to other holos. Just by looking at her channel, I'd say it looks about the same as Aqua, but I'm not tuning in to her streams anymore, so can't say if it is indeed similar.
