It's relatively low-cost to add new groups, the speed of which is pretty much dependent on talent scouts and management being ready to receive them
Now mind you, it actually is relatively harder to find girls than boys since they have a lot more options in terms of stream environments due to demand
The real downfall of the EN side is the fact that they don't have easy access to Cover's assets (i.e the studio, offices, and other such things) which turns them into a logistical nightmare nobody can really figure out, this was actually briefly touched on by Mori (or was it Kiara?) when she talked about 3D studios and how there's SO MANY of them in Japan at relatively cheap cost (but still some scheduling issues) meanwhile in Europe they're expensive as fuck and America they're.. Expanding, but not quite there yet in terms of ease of access
Now of course, they COULD invest and develop a 3D studio in a central American location, however the hoops needed to jump through for that and the money involved make it a lot more of a liability than simply flying the girls to Japan when there's openings (which unfortunately they've been booked quite solid)
There's no easy solution to the issues they have, but it would require someone in management to have a good eye for investment opportunity and risk-management which they most likely don't have, as they want to keep a sizable war-chest so they can keep the girls employed in case of hard times
