This part is curious, so I assume it's got to do with export / import duties or something like that. DHL presumably COULD ship to those locations, but likely need Cover to do something for VAT collection. Remember, the whole site is backed by Shopify anyway.
So to get holo shop to EU shipping Shopify needs to support it, DHL needs to support it, and Cover has ensure all the member states that are shipped to are satisfied with their customs declaration.
TL;DR: You'd probably still bitch because supporting shipping to the EU would be expensive because despite having a "common market" the rules between member states are too different to handle as a group.
