I think that the North-West would the the perfect spot. I'd want to run a pretty big operation there: shipbuilding, research and engineering, warehouses, logistics, perhaps some manufacturing of olive oil/wine myself, but this could be better left for the native Deadbeats for the right results. I'd gladly sponsor an university in the town, together with a naval academy... a trading fleet begs for military vessels for protection, and they in turn need capable seamen.

The way the cypher is presented made me think of a transposition cipher, especially with unaligned letter sizes indicating manual paint shuffling.
However, the occurrence of letters coincides with random text, i.e. Index of Coincidence is doesn't suggest the message was written in English, which is a feature of polyalphabetic ciphers.
Both use keys. If you have used a double encryption here (transposition + polyalphabetic) then it'll be very hard to crack without either knowing the precise ciphers, plain text, or the key words with just 56 letters of plain text.

It's actually way more viable for people with more dividends income than poorer traders, I think... unless we're talking below top 500, then sure, holding liquid through dividends is perfectly viable.
Also, just because what I'm doing is working doesn't mean it cannot be improved upon. I'm very well aware of weak spots in my own strategy and will have to see if it's sustainable in the long term. I might also have to up my Mori buying so I can outbuy Cypher, but will yield the crown to Jim or Applause if they can outbuy me.
