They already did. It doesn't take one big company to take the "volume market", a dozen smaller corpos can do it just fine and they're doing it under your nose.

It doesn't take a big company to occupy an underserved niche of the market, a lot of smaller companies can do just the same and definitely there is NO UPSIDE for Cover to lower themselves when that market is not worth their while when they're comfortably dominating a much more lucrative niche with a lot less hassle
