It's the Wyrm and the pharmacy organization is Pentex. They hunt werewolves as a hobby.
So far all of them except Ame is connected to different conspiracies group (high tier Hunters)
Tiara=Order of The Phoenix.
Yuul=Cheiron Group.
Watoto=The Wyrm.
Scout=Lucifuge.
I think Mori wants to tackle the conspiracies arc one by one before the final battle against Pentex. The Wyrm is way too powerful for a villain.
