He wanted a next generation entertainment company. Sora wanted to have fun streaming as an anime girl.
He wanted to keep doing new things, pushing the boundaries and going into new areas. He saw that whacky AR/VR future and remembered Squares attempt at virtual celebrities, he realised the time was now.

But then the investors went "This is fine. Idols are profitable and this way we can keep an idol going so long as their voice holds. No need to worry about them aging out of the industry."
So they turned Cover into an idol company.
Yagoos dream was crushed by a bunch of short sighted businessmen.

But because firing him would not be good optics and he was too prominent in the eyes of the community they needed to keep him in the company. They needed leverage over him. Sure they had Sora but push him out and he might set up a rival and talk shit about Cover.
So they gave Yagoo STARS. He can have his little empire that the investors consider a worthless pile of sand.
But the success of STARSEN is an opportunity for Yagoo. To prove he should be in control of Cover, a way he could wrest his throne back from the investors.
