I know that she's going to have birthday merch and I'm probably going to want it, so hopefully if I buy it it actually ships and doesn't just get flat out denied or stuck in limbo. I've never done international purchasing like that before so it's all daunting to me.

I don't know, while she is widely loved in Hololive she was also just a normie that joined the company as a complete fluke of dumb luck and perfect coincidences. I question if she really would have a backup plan or intend to make an alt account, but maybe I'm not giving her enough credit. Considering her determination and energy, I'd expect her to only graduate under extreme circumstances or if she's been going for so long that she just runs out of steam. But knock on wood, because you never know what can happen.
