That depends on what you call "consistently"

Between August 1st and today there are only 3 streamers with 141 streams or more (meaning at least one per day) with 20k or more median
> Pekora: 31115 median, 145 streams
> Kuzuha: 26490 median, 143 streams
> Miko: 21443 median, 148 streams

If you relax it to at least one stream every two days then you add one streamer
> Gura: 22042 median, 79 streams

Now, if you consider everybody with at least 50 streams you add one more streamer
> Marine: 30759 median, 55 streams

Pic related has all streamers with over 20k median on record since 2021-08-01, but the ones not included above are not as meaningful as the ones mentioned above as they are not regular streamers but sporadic ones.

No other streamer is ahead of 20k median between August 2021 and today
