It is cheap AF for an outfit compared to making a 2.0.
Umiushio already made Anya and Gura models before the backlash started due to the cat outfit disaster. To fix it Cover has to find a different rigger that's willing to redo the existing models, but Cover would need to pay commission rates for a full model rather than just an edit because the models are so fucked up whoever comes into fix it needs to do more than just an outfit edit. Plus fixing the model for the new outfit means they should fix the old outfits too, so it's even more cost. Hence why this hack is retained for Anya and Gura.

Now that Gura will have three (3) outfit models based on her shitty 1.0 rigging, her commissioning a 2.0 means either she pays for multiple outfits out of pocket or drops down to one outfit once she gets a fixed model. Getting stuck with Umiushio is far worse than just having a shitty live2D to start.
