I think a good metalworker with a schematic could build them, yes. It would be rather manpower-intensive, so it would be difficult to outfit a whole village with them, I'd compare it with making a fancy gun purely by hand, or a piece of lobstered plate armor, in terms of springs, joints and running fits needed. More surprising would be for a village smith to have come up with the design in a village that doesn't have a long tradition of mechanical design. I think the initial "patent" would probably have come from one of the more metropolitan cities.
