it's just simple logic. people are afraid of questionable raw meat when leftover rice is much more dangerous. a lot of food poisoning is also caused by people not washing their fridge, countertop, etc. so germs are re-introduced to their cooked food, where it's able to reproduce much faster.

slowing down growth is the reason fridges work, you know? it works the same way in reverse, warm food speeds it up.
