Because if JP law enforcement wants to prosecute you, they WILL get a conffession out of you. Guilty or not. They have a 99.9% conviction rate, you know.

Make no mistake- Japan does have less criminal charges per capita than most other nations. But it's not because there's less actual crime occuring.
