Technically it is, most countries usually declare either 10:30 or 11PM as the start of nighttime for commercial purposes AFAIK.
That said, she is running quite late which is unusual but wouldn't think that much of it. First, we know what she does on Wednesday and Thursday so if she puts up a partial schedule by then, we can go back to the usual come next week. Second, a lot of holomems don't do schedules, instead they talk about the next stream at the end of their current one. And finally, Kiara could play/do anything on stream and she makes it worthwhile, so I don't worry (but obviously I understand if somebody does because her streams potentially clash with work/hobby/other obligations).
