For the same reason Ame and Haachama anon and I am not saying this to "take Ame down further".
Pekora's audience is MASSIVE but her content is pretty much tailor made for her existing audience (and the one in the box).

Subs growth means very little after a certain threshold (see: Salome) and as long as it is not walking backwards, for a 1,5M+ streamer it doesn't matter if it is 10k/month or 50k/month.
But if it mattered, the way to break out of "breaking even with the subs purge" is putting out content with mass appeal outside the regular audience.

Here is the 30k plus group
>ID3, with a whole new audience outside of the usual Holo ID
>Suisei, Fubuki, Miko and Koyori with the RUST tourists from both within and outside the box
>Suisei (again) with the TV crowd and the mainstream media crowd
Again, subs growth after a certain threshold means fuck all but there is a way to counteract the subs purge and not doing so is piling up yet another problem on Ame's shoulders
