The best part of ski warfare is that it lets you turn the environment into a weapon against your opponent. If you have skis and your enemy doesn't, you're always in control of the engagement, so with clever tactical maneuvering it's much easier to conduct conduct guerilla ops, ambushes, or take up sniper roles and change nest after every shot.
I think it would be possible for a skilled shoot to aim while standing on his skis, but I think it would be more beneficial to go prone, take his shots, slip the skis back on and move to another position.
For CQC, it would be difficult to make use of them, skis are designed to minimize your friction with the ground, so you wouldn't have the leverage to put a lot of strength into thrusts and slashes. For this kind of combat, you'd probably just want to use the skis to get into a position where you can pull off a perfect ambush.
