Back during post-WW2 reconstruction, one of the quickest ways to gain funds from overseas was to set up charities that were heavily taxed by the government and thus allow the interim Japanese government to raise funds while still supporting specific communities those charities were directed to. The thing is, they never got rid of those taxes because lol it's the LDP they just keep the status quo at all costs. As a result, some charities have a 50% tax added and sometimes even more depending on where you live. (Chiba IIRC has something absurd like a 75% tax on donations because they accused one specific charity for foster children of being a yakuza front, only for said yakuza to come out and say they had zero relation to it and it was a clean organization, but the city council still went through with the tax plan in an effort to weed out other possible yakuza-affiliated charities.)
