Suisei said that she got the permission to sing that one song in an utawaku a couple of months back from the composer personally and that composer didn't compose Ghost. Make of that what you will.

Anyway, the recording and producing aren't the biggest hurdle, the real deal is coming up with the material. Since Suisei doesn't compose herself, she needs busy industry professionals to handle both the composition and the arrangement and they need to be compensated for their time as well as get scheduled to appear at the studio. Just scheduling two busy people in at the same time can be surprisingly difficult never mind three. Covid lockdowns are also going to wreak havoc. She might also not be able or willing to use the same composer, so there's additional scheduling and outright availability issues.

Suisei is also likely to have to pay out of her own pocket for every single one of the songs on the album so money might slow things down. Cover is an idol agency, not a record label, after all. The upshot of this is that apparently Cover seems to be ridiculously generous with the songs the girls commission themselves and unlike artists under a record label, they might be able to keep a lion's share of the profits not to mention the rights.

Compare and contrast with how happily she was asking her manager about her appearance at Hologra a week or two ago, I guess. Also a reminder that she said last year on her birthday that Tenkyuu ought to be on Spotify "soon" and it hasn't happened yet. It's always better to be ambiguous.
