Just check the current VTA audition page (Niji no longer recruits directly, only through VTA) -
> The applicant must be able to work on a continuous basis and have schedule that can prioritize this job.
> Must be able to attend an interview in Tokyo.
> Those who are able to secure a schedule of at least 20 hours per week (including 3 evenings of lessons in Tokyo on weekdays).
> Students (high school students are also acceptable) with a willingness to learn, regardless of whether they have any experience.

They have no age limit. By Japanese law people under 18 cannot do full time work (Child Labor) only part time.

Meanwhile Cover -
> Must be aged 18 or older.
> Should have clear goals set in their minds.
> Able to continue activities on an ongoing basis.
> Not currently affiliated with an entertainment agency, label, or other similar agency; or, if currently affiliated with such agency, should be able to end or terminate their contract at their own risk once they pass the audition.
> Able to comply with our company's rules and regulations regarding the audition process.

Clearly they're only looking for Full time people.

Also funny thing I found is that even if you clear Holo auditions, they don't guarantee that you'll debut as a talent. I wonder if the "group cohesion" sessions ever filter people.
