Yes and no. No because they don't just use one, they use at least a dozen different ones one over the other. They also enlarge the breasts and slim the waist, and often their faces and especially the eyes are completely overridden with computer generated masks (and comically enlarged, in case of the eyes).
This isn't exclusive to photos either, Matsuri for example did a couple streams with filters, and if I recall correctly even had her mom on stream, and a lot of gaijin unfamiliar with this complimented the mom on her youthful looks lol!
