Because pretty much all firearms before the invention and proliferation of percussion caps needed to refill the priming dish. So multi-barreled guns with independently fired barrels really aren't that feasible or make sense(how do you make a mechanism that reliably connects the priming dish with all the barrels?). Most multi-barrel guns you find that are made in the mid-1700s are all turnovers, which can be fired more reliably. I suppose the lack of turnovers with more than 2 barrels until the end of the 18th century(like this? https://www.topfoto.co.uk/asset/3843319/)) is due to the difficulty of making the barrels without machining tools that wouldn't be popularized until the early 19th century(plus there isn't a real need for them, just carry more guns lol). The relative lack of any survuing examples may also mean that they just aren't reliable and were very rarely made. But please do note that I haven't really consulted any scholarly texts and this is mostly just conjecture. A potential way of solving this is to have a system like picrel.
