I actually thought it was interesting because of the fact that he was a Joestar. Ultimately, part 8 was about breaking a curse placed on the Higashikata family and this was done through the Joestar bloodline starting from when Johnny first used Tusk to save his first born. Joseph's appearance showed that multiple generations of Joestar men were fated to fight the curse placed upon this family all leading up to the creation of Gappy which is a fusion between Joseph's offspring and a child who was inadvertedly named after him when he lost his geta fighting against radio gaga. It fits into the themes part 8 was going for in a kinda roundabout way
